Blocked drain re weeds and mud plus two abandoned wheelie bins full of rubbish

Outside the gym, someone has placed two brown wheelie bins full of rubbish. They have been there at least a month and will not get emptied if some joker has left them there for a laugh. The drain between the gym and the shop/flat wall is covered in weeds and mud so litter that blows in gets caught up. Also there is a lot of pigeon poo on the pavement. The whole area needs a bit of tlc. It is right by the disabled parking and not very nice for people with mobility problems having to dodge the bins and the poo.
